She is one of a kind, LOL. 

Can anyone tell me why she kept yelling “Layla!”?

Stayinblue figured it out for us: 來啦!/ Lái la! (Please come!, in cantonese.) Thank you! =D (I suppose it could also mean, ‘We are coming!’ because the event is Taiwan bands coming Hong Kong to play)

We have some more clarification on this from imonlyhuman, all in Chinese, if anyone wants to interpret: [waa 在说“快来” 的意思,然后她问“你问什么还不来?” 香港人会说 “快D来啦!”]
Here is more info and context:
“Also in Chinese people (Hk people especially) they like to use “la” a lot. So when Waa said “Lay la” “lay” means to come, and la is just an additional kind of flirty, cute add on tone. So she was inviting everyone to go to the festival 🙂 Hope that helps! — imonlyhuman”
